The key to the compartment securing the drop bucket must be maintained and controlled by the licensed operator. Removal of keys is permissible after entry is made into a log book maintained for this purpose. The log book must show the signature of the person to whom the key was issued, the signature of the person authorizing the issuance, the date and time issued, and the date and time replaced. The executive secretary may authorize other methods of key control that provide comparable security.
