A commission member, officer, agent, or employee of the commission may not receive anything of value from a licensee or an officer, agent, or employee of a licensee. A commission member, officer, agent, or employee of the commission may not receive an item of value from an applicant for a license or an officer, agent, or employee of an applicant for a license. This section does not apply to items of value that are distributed without charge to the general public by a licensee or applicant for a license. A violation of this section by a licensee or any of the licensee's officers, agents, or employees is a ground for disciplinary action against the licensee. A violation of this section by an applicant for a license or any of the applicant's officers, agents, or employees is a ground for denial of an application.
