A person who does not satisfy the qualifications in § 20:10:39:07 or 20:10:39:08 may nonetheless be determined by the commission to be a qualified testing professional or a qualified analyst if, on motion of any party, the commission finds that person otherwise possesses the knowledge, skill, experience, training, or education that qualifies that person to offer expert testimony before the commission.
