The public utility shall have access to the applicant's or interconnection customer's premises for any reasonable purpose in connection with the interconnection application, interconnection agreement, or if necessary to meet the legal obligation to provide service to the utility's customers. Access must be requested at reasonable hours and upon reasonable notice, or at any time without notice in the event of an emergency or hazardous condition.
