No officer, agent, or employee of the law enforcement department of the town, city, county, or state where a licensed hub is located may hold a license to work at or own a multi-jurisdictional totalizator hub. This prohibition applies to the commission and its employees and each law enforcement official and officer. No licensee may employ any person in any capacity directly related to the licensee's hub operation and activities while that person is in the employment of a law enforcement agency or the commission.
