The applicant for a multi-jurisdictional totalizator hub license must submit the applicants system to initial system audits as determined by the commission.
Prior to provisional approval of the system configuration provided in the operating plan the commission may conduct a pre-installation system audit during which the applicant shall provide detailed diagrams and explanations of the system configuration.
After the wagering and simulcasting system has been installed by the hub operator, prior to final approval to begin operation, the commission or its designee shall conduct a post-installation system audit during which the applicant must demonstrate to the satisfaction of the commission or its designee that the system conforms to the operating plan and the provisions of this chapter.
