If a daily triple ticket selects an entry in one or more of the races comprising the daily triple that is excused, scratched, or determined by the stewards or racing judges to be a nonstarter in the race. the actual favorite as determined by the amounts wagered in the win pool at the time of the start of the race shall be substituted for the nonstarting selection for all purposes, including pool calculations and payoffs. If the win pool total for two or more favorites is identical, the substitute selection is the betting interest with the lowest program number.
