Each person engaged in racing or employed by persons engaged in racing and each person who performs any services in connection with the conduct of a racing meeting under a license granted by the commission shall obtain a license from the commission and shall be issued a license card. An employee who works without pay for a charitable, religious, or civic organization which is licensed to operate a concession or is issued a license to conduct racing is not required to obtain a license. The association shall furnish a list of such employees to the director. An officer or director of the association must be licensed before entering any area of the track which is not open to the general public. A person working in several different capacities at the track must have a license in each capacity or may apply for a multiple license as authorized in § 20:04:29:13.
