Section 20:04:28:04 - Stewards to regulate conduct of all racing officials and others

The stewards shall regulate the conduct of all racing officials and of all owners, trainers, jockeys, grooms, and other persons attending horses during, before, and after races, unless that duty is vested in the racing commission.
