Section 20:04:24:99 - Fees to be paid before a horse may start

No horse may start for a race and no jockey may be weighed out for a horse until the following fees have been paid or guaranteed to the association or the horsemen's bookkeeper:

(1) Any stake or entrance money due from the owner for that race; and

(2) The jockey's fee.
