Section 20:04:24:70 - Right of racing secretary to change an unclosed race

The racing secretary may withdraw or change an unclosed race; however, a race appearing in the condition book, unless contrary to the rules of racing, shall be given an opportunity to fill as it was written before being withdrawn or changed.
