Section 20:04:24:34 - Restrictions on the entries of a horse

A person may not enter or start a horse that:

(1) Is not in serviceably sound racing condition;
(2) Has been trachea-tubed;
(3) Has been "nerved," except that the registration or entry of a horse on which a posterior digital heel nerve neurectomy or permanent block has been performed may be accepted if the condition is reported to the racing secretary at the time of registration or, if the horse is already registered in, at the time of the operation. The racing secretary shall make such information available to other licensees and cause the foal certificate to be stamped indicating such an operation has been performed. A horse so nerved must have an examination and approval by the official veterinarian before being entered to start;
(4) Has been needled or otherwise treated with Novocain, a local anesthetic, or medicine of any kind or description within 24 hours before the start of the race;
(5) Has been given in any manner a stimulant, depressant, hypnotic, narcotic drug, or other drug of any kind or description within 24 hours before the race except for Phenylbutazone (Butazolidin), Arquel, Motrin, Naprosen, and Furosemide (lasix) as provided by §§ 20:04:27:13 to 20:04:27:14, inclusive;
(6) Has been given a food or beverage containing caffeine or theobromine within 24 hours before participating in a race;
(7) Is blind in one eye, except by special permission of the board of stewards;
(8) Is blind in both eyes; or
(9) Does not have a legible lip tattoo number applied. The stewards may waive this requirement if the horse is otherwise correctly identified to the stewards' satisfaction.
