Any horse which has not previously raced is not eligible for entry in a race until the horse has at least two workouts at least one of which has been timed by a disinterested person and the times have been reported to the racing secretary. A minimum of one of the workouts shall be from the starting gate in which at least one other horse is started at the same time.
