Section 20:04:23:09 - Determination of penalties and allowances

Eligibility, penalties, and allowances of weight for all races will be determined after considering the reports, records, and statistics published by the daily racing form and other racing statistical publications, but responsibility for weight carried and eligibility remain with the owner and trainer.
