Section 20:04:17:18 - Penalty for corrupt practices

The stewards or the commission shall rule off any person, whether licensed or not, who is guilty of any dishonest or corrupt practice, a fraudulent act, or other conduct detrimental to racing, including bookmaking or touting, regardless of where the conduct occurred.
