A person making a handbook, betting with or through a handbook, or participating in any betting other than through the certificate department on the grounds of a racing association licensed by the commission must be ejected from the grounds of the racing association and denied readmission. His case must be reported to the state's attorney of the county in which the offense occurred for criminal action at the discretion of the state's attorney. A licensee of the commission may be fined or suspended, or both, for participating in illegal betting.
