If more than one nominating petition is filed for a council member office, the council shall certify the nomination of candidates and prepare official ballots for use in the annual election. Ballot position shall be determined by lot. If only one nominating petition is filed for a council member office, no election for that office may be held and a certificate of election shall be issued to the nominee in the same manner as to a successful candidate after election.
