After review the secretary may approve the application for the loan guaranty, approve the application subject to certain terms and conditions, or disapprove the application. The secretary or the secretary's designee shall notify the applicant of the decision in writing within 30 days after the date of receipt of the application. If the decision is to disapprove the application for guaranty, the reasons for the decision shall be included in the notification. The secretary's decision is final.
