Section 65-12 - Construction of Rules and PleadingsA. These rules and regulations shall be liberally constructed to effectuate the purpose and provisions of Chapter 13 of Title I of the 1976 Code and the policies of the South Carolina Human Affairs Commission.B. All pleadings shall be liberally construed with a view to effecting justice between parties, and the Commission and hearing commissioners will, at every stage of any proceedings, disregard errors or defects in the pleadings or proceedings which do not affect the substantial rights of the parties.
