The capacity of the utility's plant for the collection, transmission, treatment and disposal of sewage, sewage effluent and other removed substances must be sufficiently large to meet all normal demands for service and provide a reasonable reserve for emergencies.
The utility shall furnish the ORS with the following:
1) Statement by the South Carolina Department of Health and Environmental Control that the design has been approved;2) Statement by the South Carolina Department of Health and Environmental Control that the utility was installed according to plans and specifications;3) Statement by a professional engineer that the utility design meets his approval and the utility was installed with the approval of a professional engineer; and4) Copy of "as built" plans and specifications approved by a professional engineer.S.C.
