Rule 14 - Discretion and Judicial Review(a) The Corporation shall not have any obligation to make any award or grant any benefits under the Act or these Rules.(b) A review of a Preliminary or Final Application shall not constitute a "contested case" under the Administrative Procedures Act, section 42-35-9 of the General Laws, and no opportunity to object to a Preliminary or Final Application shall be afforded, nor shall judicial review be available from a decision rendered by the Corporation or the Board in connection with any Preliminary or Final Application.
