These Rules and Regulations are promulgated pursuant to R.I. Gen. Laws §§4217.1-1 et seq., 46-5-1et seq. and 46-22-1et seq., R.I. Gen. Laws §§ 32-2-4 and 42-17.10-1, and in accordance with R.I. Gen. Laws § 42-35-1et seq., the Administrative Procedures Act.
