The purpose of these Rules and Regulations is to ensure that all sheep and goats moving interstate or intrastate, or those residing within the state be identified by a USDA accepted, permanent, official identification prior to any change of ownership or movement off a premises or farm, and that records of this official identification be made available to federal and state health officials upon request. This mandatory identification is required in order to safeguard the public health, animal health and the livestock industry from disease and illness associated with sheep and goats, and to maintain official "State Scrapie Consistent Status" as defined in 9 C.F.R. §§ 54and 79.
