The Rhode Island Department of Environmental Management is charged with ensuring the welfare of animals that are kept in kennels, pet shops, pounds, animal shelters, breeding facilities, and in the custody of brokers and rescues. The standards for animal care are constantly improving and evolving. The residents of the state are generally concerned for the welfare of the animals that are kept by these entities and in fact, the Department often receives complaints from concerned individuals that animals are not being properly cared for. These rules and regulations will provide minimum standards for the care of animals to ensure the welfare of those animals.
