The Department may deny, suspend, annul, withdraw, amend, refuse to issue or renew, or revoke the license of, or the operation of a specific program authorized under the license of, or curtail some or all the activities of, any Organization if the Department has sufficient evidence to establish that the licensee has violated federal or state statute or regulation subject to § 1.9 or § 1.12 of this Part.
