Section 189.3 - General provisions(a) Only a licensed racing entity may apply for the relocation or reopening of a nonprimary location.(b) A duly licensed racing entity corporation may seek approval by the Commission for the relocation of an existing operational nonprimary location or for the re-opening of a previously operational nonprimary location by submitting a Relocation or Reopen Petition with the Commission.
