Section 71.1 - General provisions(a) The names and definitions for commercial feeds shall be those contained in the Official Definition of Feed Ingredients adopted by the Association of American Feed Control Officials, unless in specific cases the Secretary designates otherwise.(b) The terms used in reference to commercial feeds shall be those contained in the Official Feed Terms adopted by the Association of American Feed Control Officials, unless in specific cases, the Secretary designates otherwise.(c) The following commodities are excluded from the definition of commercial feed, under the provisions of section 3(4) of the act (3 P. S. 58.3(4)); hay, straw, stover, silages, cobs, husks, and hulls, when unground and not mixed with other materials.
