Section 11.39 - Staff-client ratio(a) The program staff-client ratio shall be a minimum of one to seven at all times.(b) The staff persons shall be physically located close enough to clients to monitor their condition at all times and shall be able to respond immediately to an emergency.(c) A client may be allowed a degree of independence for periods of time if the absence of direct supervision is consistent with the client's level of functioning and is part of a client's plan aimed at achieving a higher level of independence.(d) Except as provided in subsection (c), a client shall be directly supervised.(e) The program director shall designate a staff person to supervise the center in the program director's absence.
