Section 11.19 - Civil rights(a) A client may not be discriminated against because of race, color, religious creed, disability, handicap, ancestry, national origin, age or sex.(b) The center operator shall develop and implement civil rights policies and procedures. Civil rights policies and procedures shall include the following:(1) Nondiscrimination in the provision of services, admissions, placements, facility usage, referrals and communications with clients who are nonverbal or non-English speaking.(2) Physical accessibility and accommodation as needed for clients with physical disabilities.(3) The opportunity to lodge civil rights complaints.(4) Information on these rights and the procedure for lodging civil rights complaints.
