Section 185.75 - Action without prior hearing(a) When an application for a license is to be refused, or where a license is to be suspended or revoked without a prior hearing, the Commission shall decide such action. The agreement of two members of the Commission shall be necessary to carry such action.(b) Notice by the Commission that an application for a license is refused or that a license has been suspended or revoked shall be in writing and shall contain a clear and concise factual statement sufficient to inform each party with reasonable definiteness of the reasons for such refusal, suspension or revocation.
