Section 183.24 - Default in payment of purses(a) An association or officer that defaults in the payment of purses will be penalized.(b) Other than a stake or futurity as covered in subsection (a), no association may enter an agreement with an organization requiring a deduction from the purse payable to owners of money winning horses, unless the agreement provides that a deduction may be made only from those owners entitled to winnings who have expressly consented to the deduction.
