Section 165.188 - Construction and amendment of rules(a) This part is intended to aid the efficient operation of the Commission and the orderly administration of the law. This part shall be informally and liberally construed for the accomplishment of these purposes and may be waived or suspended by the Commission following prior notice and in a proceeding unless the action results in depriving a party of substantial rights.(b) This chapter may be amended or rescinded by the Commission in accordance with law.The provisions of this § 165.188 amended April 14, 1978, effective 4/15/1978, 8 Pa.B. 1112.
