Section 165.119 - Refunds(a) Any ruling of the Stewards or of the Commission with regard to the award of purse money made after the sign "official" has been purposely displayed shall have no bearing on the mutuel payoff.(b) In all cases when a horse has been excused by a racing official after wagering has started, but before the horses shall have actually started, all money wagered on the horse so excused shall be deducted from the pool and refunded.(c) If two or more horses in a race are coupled on the same mutuel ticket, there shall be no refunds unless all of the horses so coupled are excused before the actual start.(d) In the case of a race being declared off or postponed to another day by the Stewards after the wagering has begun, all money wagered in that race shall be refunded.
