Section 163.171 - Jockey's license(a) A jockey shall obtain a license from the Commission.(b) No person under 16 years of age or younger will be granted a jockey's license.(c) A jockey or apprentice may be allowed to ride in two races before being granted a first license, pending approval of the license by the stewards.(d) The stewards may permit a jockey to ride pending action on an application.(e) A licensed jockey may not be the owner or trainer of a race horse.The provisions of this § 163.171 amended November 7, 1997, effective 11/8/1997, 27 Pa.B. 5780.The provisions of this § 163.171 amended under section 202(a) of the Race Horse Industry Reform Act (4 P.
