(a) This subchapter, adopted under section 928 of the code (relating to revocation, suspension or denial of license, permit or registration), sets forth the procedures to be followed by the Commission in suspending, denying or revoking licenses, permits, special licenses and boat registration issued under the authority of the code, to persons convicted of offenses under the code. For purposes of this subchapter, a person will be deemed to be convicted of an offense under the code if he voluntarily acknowledges guilt under section 925 of the code (relating to acknowledgment of guilt and receipts for payment).(b) Except as otherwise specifically provided in this subchapter, 1 Pa. Code Part II (relating to general rules of administrative practice and procedure) will apply to proceedings hereunder. This subsection supplements 1 Pa. Code § 31.1 (relating to scope of part).
