Section 23.1 - Relations with amateur athletic associations(a) The Commission may collaborate through the local amateur athletic associations in the conduct of amateur events in this Commonwealth, at its discretion. At no time may the authority of the Commission or the responsibility of the Commission to enforce the Athletic Code be relinquished, delegated or impaired, by or through the processes of collaboration.(b) When the Commission collaborates with an amateur athletic association in the conduct of an amateur event, the rules and regulations of the amateur athletic association relating to weight classes, ring and ring equipment, conduct of contests and scoring system shall be in effect. However, if a controversy arises in connection with a subject which is not covered by the express provisions of this chapter, the Commission will reserve the right to finally pass upon the matter and to make whatever decision it deems to be fair and equitable under the circumstances.
