(a) The provisions of this chapter deal with trustees and guardians in relation to the eligibility of an adult or an emancipated minor for public assistance.(b) Assistance for an unemancipated minor will be paid to the adult, parent, specified relative, or other person who is exercising responsibility for the care and control of the minor, even if another person or an agency is guardian of the estate or trustee for the unemancipated minor. An emancipated minor who becomes mentally unable to carry out his eligibility responsibilities will revert to the status of an unemancipated minor.
