Section 61.16 - Use of meter(a)Steam sold. Steam sold by a public utility shall be charged for by meter measurement, except in case of flat-rate service or if otherwise authorized by the Commission.(b)Other steam. Other steam, either used by the public utility or furnished to others from the steam heating distribution system, shall be metered and a record kept, unless otherwise authorized by the Commission.
