(a) The Hearing Examiner will engage a competent stenographer to record the proceedings manually so that a full and complete written record will be kept of all proceedings before the Hearing Examiner.(b) The provisions of subsection (a) supersede the provisions of 1 Pa. Code § § 35.131 and 35.132 (relating to transcript).
