Section 71.41 - Surveys to insure maximum utilization(a) Surveys shall be made periodically by the Commonwealth Parking Officer of the various parking facilities to insure maximum utilization.(b) The survey of the Parking Facilities with lined and numbered stalls shall include a record of unoccupied stalls. Stalls vacant more than half of the time shall be brought to the attention of the Departmental Parking Officers of the departments involved. If such vacancies persist, the Commonwealth Parking Officer may withdraw these spaces from the allocation of such department and reallocate to another agency.
