(a) The parties may, and upon request shall, submit briefs within such time as the hearing examiner will prescribe and will serve a copy of the brief on the other parties.(b) Subsection (a) supersedes 1 Pa. Code §35.191 (relating to proceedings in which briefs are to be filed).
