(a) The Clean Streams Law (35 P. S. §§ 691.1-691.1001) requires that permits be obtained from DER prior to any discharge to the waters of this Commonwealth. No provision is made in this law for issuing permits by local health departments.(b) The Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1-750.20) authorizes county health departments to issue permits for onlot sewage disposal systems.
