(a) A person or municipality that operates or proposes to operate a municipal waste landfill shall comply with the applicable requirements of this subchapter if the person or municipality proposes to dispose of special handling or residual wastes at the facility.(b) The requirements of this subchapter are in addition to the application requirements in Subchapter B (relating to application requirements).
