(a) This chapter sets forth application and operating requirements for transfer facilities. The requirements in this chapter are in addition to the applicable requirements in Chapter 287 (relating to residual waste management-general provisions).(b) The Department may waive or modify a requirement of this chapter for permitted transfer facilities at which no actual loading, unloading or transferring of residual waste occurs, if the absence of the loading, unloading or transferring activity renders the requirement unnecessary.The provisions of this § 293.1 amended January 12, 2001, effective 1/13/2001, 31 Pa.B. 235.
