Section 288.237 - Standards for successful revegetation(a) The standard for successful revegetation shall be the percent of groundcover of the vegetation which exists on the site. The Department will not approve less than a 70% groundcover of permanent plant species. No more than 1% of the total area may have less than 30% groundcover. A single or contiguous area exceeding 3,000 square feet may not have less than 30% groundcover.(b) Trees, woody shrubs or deep-rooted plants may not be planted or allowed to grow on the revegetated area of capped sites, unless otherwise allowed by the Department in the permit based on a demonstration that roots will not penetrate the cap or drainage layer.
