Section 145.321 - General requirements for a permit incorporating CO[2] Budget Trading Program requirements(a) Except as provided under § 127.403 (relating to permitting of sources operating lawfully without a permit), each CO2 budget source must have a permit issued by the Department under Chapter 127 (relating to construction, modification, reactivation and operation of sources).(b) The permit for each CO2 budget source shall contain all applicable CO2 Budget Trading Program requirements.
