Section 78.77 - Wells in a hydrogen sulfide area(a) An operator proposing to drill a well within a 1-mile radius of a well drilled to or through the same formation where hydrogen sulfide has been found while drilling shall install monitoring equipment during drilling at the well site to detect the presence of hydrogen sulfide in accordance with American Petroleum Institute publication RP49, "Recommended Practices for Safe Drilling of Wells Containing Hydrogen Sulfide."(b) When hydrogen sulfide is detected in concentrations of 20 ppm or greater, the well shall be drilled in accordance with American Petroleum Institute publication API RP49, "Recommended Practices for Safe Drilling of Wells Containing Hydrogen Sulfide."(c) An operator who operates a well in which hydrogen sulfide is discovered in concentrations of 20 ppm or greater shall operate the well in a way that presents no danger to human health or to the environment.(d) When an operator discovers hydrogen sulfide in concentrations of 20 ppm or greater during the drilling of a well, the operator shall notify the Department and identify the location of the well and the concentration of hydrogen sulfide detected. The Department will maintain a list of all notices that will be available to operators for their reference.The provisions of this § 78.77 adopted December 16, 1994, effective 12/17/1994, 24 Pa.B. 6284.
