Section 9.113 - Public investments(a) The provision of public services and capital expenditures into areas with prime farmlands tends to encourage the conversion of land to more profitable nonagricultural uses. In active agricultural areas special care shall be taken to ensure that public investments will not destroy the environmental values of these lands.(b) It shall be the environmental policy of the Commonwealth to encourage only the extension of public services and facilities which are compatible with the maintenance of economically viable agricultural areas and to protect areas where prime farmlands are being retained as open space in accordance with land use plans.
