Section 9.126 - Local and regional planning(a) Actions at the Commonwealth level are not able to provide fully for the protection of watersheds with high quality streams. The power to control land use directly is mainly in the hands of local governments. With proper guidance and assistance from the Commonwealth, regional, county and municipal governments can reflect the concern for protecting watersheds with high quality streams and enhance local environmental quality within municipal planning and regulatory programs.(b) It shall be the environmental policy of the Commonwealth to encourage and support regional, county, and municipal planning efforts to protect watersheds with high quality streams.
