Section 9.135 - Coordination of programs(a) Many Commonwealth and Federal programs may either directly or indirectly stimulate development on floodplains. Programs related to planning, regulation, investments, public facilities construction, and technical assistance provide opportunities to protect the floodplain environment.(b) It shall be the environmental policy of the Commonwealth to protect the environmental values of floodplains by coordinating existing programs to guide future patterns of urbanization away from floodplains and prevent floodplain development not compatible with the protection of these environmental values.
